To support, click here http:www.firmiamo.itnocommissariosoprintendenzeromaeostia The technical and scientific personnel of the Soprintendenza Speciale per i Beni Archeologici di Roma (Special Supervisory Office for the Archaeological Heritage in Rome): having received Minister Bondi's announcement of a request for an extraordinary Inspector for their Office; reminding the constitutional statements, the rules actually enforced and the institutional duties which their Office is concerned with for the safeguard and the revaluation of Rome's archaeological heritage; having deemed unacceptable the motivations given by the Minister in order to justify such an extremely serious measure that could be consequent only to a civil emergency, DECLARE THEIR PERMANENT STATE OF PROTEST The nomination of an extraordinary Inspector (at the moment responsible for the Civil Protection Agency) and of a Vice-Inspector for the enforcement (who's position as member of the Rome City Council is incompatible with that of Vice-Inspector) and of external scientific and technical consultants, beyond bringing the activities of safeguard outside the range of the ordinary administration, deprives as a matter of fact the whole body of the Archaeologists, Architects end technical-scientific personnel of their full institutional role while creating an overlap (or maybe a leakage) of duties which is blatantly in contrast with any principle of economic management and control of the Public Administration and its productivity so highly publicized by the Government and particularly by the Minister of Public Affairs. It clearly appears that the real target of this manoeuvre is quite different from what has been declared through the press where it is presented as aimed to create a unitary fruition of Rome's Central Archaeological Area. If this was the aim, it would have been enough to set an agreement between State and City Offices and have it ratified by the administrative control offices for the part concerning the entrance tickets as well as for the urgent works foreseen for the 150th anniversary of Italy's Unification. In these areas, it is well known how the Soprintendenza Speciale per i Beni Archeologici di Roma, with constant engagement and both technical and scientific capability, has already been able to answer properly to other difficult extraordinary events like those deriving from the Biasini law, the rules set up for "Rome the Capital", the year 2000 Jubilee, the National Plan for Archaeology end the management of the funds coming from the National Lottery, demonstrating a high level of competence in both funds management and results obtained. This highly worrying manoeuvre is clearly tied, instead, to the political confrontation over the assignment of decisional power for the plan "Roma the Capital" which reaches high peaks of conflict in the fields of safeguard and revaluation of the historic and artistic heritage, with particular concern to the archaeological sites. The management (and the incomes, of course) of Monumental Archaeological Areas of worldwide importance such as the Colosseum, the Domus Aurea, the Imperial Forum, are the very core of the action taken by the Minister. An action that prepares for a new managerial arrangement, very likely to be private-oriented. The technical-scientific body of the personnel of the Soprintendenza Speciale per i Beni Archeologici di Roma strongly denounces the imminent risk of destruction faced by the Safeguard Office, despite its high historical and cultural relevance and launches this appeal to every Citizen, Institutional Representative, Politician, Parliament Member, Law and Constitution Expert, National and International Research Institute and every Association willing to share their opinion in order to avoid an incurable fracture against the knowledge, the safeguard and the revaluation of Rome's Archaeological Heritage. A fracture created by the establishment on the urban territory of a "High Revenue Archaeology" and a "No Revenue Archaeology", in spite of the basic principles of the Italian Republic, guaranteed by art. 9 of the Constitution, according which the value and the safeguard of cultural heritage is placed above any other interest, economic interest included.
