The buildings in question are modest in some cases and rich in others, but all contain the essence of Mediterranean values. Cultures, religions, customs, trades and traditions are brought together in this form of architecture, a true example of cultural crossover and identity. Its present-day situation is fraught with contradiction. From restoration, as though it were a great monument, to abandonment and oblivion, these extreme situations can be found in all Mediterranean countries. As a lived-in and therefore living form of architecture, it is particularly vulnerable from a heritage viewpoint, though this very fact gives it a unique social value that guarantees its survival. Rehabilitation can provide the key to striking a balance between present-day demands and its preservation as heritage. This is the challenge of RehabiMed and the Conference's theme of debate: present and future. Economic imbalances between the northern and southern shores of the Mediterranean are also reflected in building rehabilitation and maintenance. Whereas in European countries this subsector of construction accounts for over 50 of total investment, in southern countries it is less than 10. This figure has to be regarded as an indicator of development, and RehabiMed's aim is to promote this opportunity for development that will help to preserve heritage and improve the living conditions of many families. Three years' work on the part of more than 150 experts in 15 countries is the example that will be presented in its full scope in the course of the Conference. The presence at the Conference of speakers from many different origins and professional disciplines will represent varying realities and complementary viewpoints. University lecturers researching specific technologies, professionals in a range of disciplines and political decision-makers will be present at the Conference. This presence will constitute a veritable Agora for the interchange of ideas and experiences, at the same time creating new lines of action that will constitute a before and an after in rehabilitation in the Mediterranean. (34) 93 240 20 60 rehabimedapabcn.cat Organised, among others, with the support of ICOMOS Public-Private Partnership in the Management of Cultural Heritage Assets a European Challenge International Seminar on the occasion of the German Presidency of the EU Council 2007, Berlin, 15 and 16 June 2007 Seminar At the international seminar in Berlin, experts and decision-makers will come together to discuss the current state and future perspectives of Public-Private Partnerships in the management of cultural heritage assets in Europe. The focus will be on the privatisation of conservation, which has a number of implications at the level of Governments' responsibilities towards heritage conservation, with respect to the professional training and employment of conservators and regarding fundamental issues such as documentation and maintenance work. The following topics will be addressed: - Analysis of the current situation: successful models of Public-Private Partnership in Conservation and Site Management (case studies) - Discussion on issues raised in both Public and Private Conservation and Site Management ( Economic Aspects, Technology Transfer, Tourism and Private Sector Involvement, Quality control of outsourced works, Conservation and Conservation Science as assets for European competitiveness ) - Implications of Private-Public Partnerships ( Legal, ethical, professional implications of privatization in conservation and cultural heritage management, Aspects of training and teaching - employment prospects for conservators ) On 16 June, round table discussions focusing on the above topics will provide opportunities for exchange between lecturers and workshop participants. Papers are accepted. Some of them will be selected for oral presentation; the remaining ones may be presented as posters. Papers and outcome of the Seminar are supposed to be subject to publication. Background While the attention given to cultural heritage by Government and media has never been greater than at present, paradoxically, there are strong indications of declining direct Government support for those public institutions responsible for conservation practice and teaching. In the field of cultural heritage management, Public-Private Partnerships (PPP ) appear a promising perspective to balance increasing pressure of market forces on the one hand and governments responsibilities in protecting public values on the other hand. The international trend of privatizing public services also concerns the conservation of cultural heritage as a public value. It has become obvious that the State's capacities as a safeguarder and provider of public services are, at least in financial terms, limited. This new situation is reflected in reduced funding support for conservation institutions. In some cases, to cope with the rising costs of managing the increasing number of museums, heritage monuments, sites and the like, private investments and sponsorship are evidently providing necessary support. So far, the tendency of privatizing state-owned cultural heritage has resulted in an increase in the contracting out (outsourcing) of conservation projects to the private sector. At all these levels, despite the high quality of individual project work that can result and the opportunities for the development of Public-Private-Partnership in this field, there are still some concerns about policies to be adopted. PRECEDENTS The EURAU program expresses the effort of a wide group of university teachers and researches, initially impelled by the French Ministry of Culture and Communications, to promote meeting forums in Europe. The acronym EURAU describes a confluence of goals that motivate these events, EU for Europe, R for Research, A for Architecture and U for Urbanism. This new meeting is an effort to build upon the previous editions, which took place in Marseille in May 2004, about "Considering the implementation of doctoral studies in Architecture", in Lille in November 2005 under the theme "Considering space on a large scale" and in Brussels in October 2006 about "Architecture and Heritage". Dealing this time with Cultural Landscape, they intended to develop this theme in the European Universities, as well as in other countries of its geographical and cultural environment, especially in the Mediterranean and Iberoamerican areas. OBJECTIVES Think about the new challenges of human landscape planning and establish hierarchical duties protocols for its management as cultural heritage. Facilitate the exchange of experiences and the updating of knowledge between academicals and professionals about research related this concept. Define the identity of the contemporary collective space, from its new economical, cultural and social tasks. Encourage the acknowledgment of an immaterial heritage as a recognisable value that is showed in its material trace. Considered as such, it would be possible to fill it with contents to organize it as updated memory. Use strategic activities such as tourism, leisure, education and culture for involving society in its appreciation and sustainability. Promote a normative code of intervention for the remainings of the recent technological and industrial past, which bear a great material and symbolic value for the development of the European citizens. Establish the criteria and research lines that would encourage the creation of an institutional engagements network to favour its understanding, conservation and viability management. The possibility of continued use depends on the adaptation of the building to modern standards and practice of living which might require changes in some of the constructional or structural features of the building. Conservation engineering can be defined as the process of understanding, interpreting and managing the architectural heritage to safely deliver it to posterity. The term 'safely' embodies the assumption that the bodies and individuals responsible for the care of historic buildings will work towards ensuring maximum private or public utility vis a vis minimum loss of fabric and value. The conflict between safety standards and conservation philosophy usually stems from the fact that not just the standards themselves, but the practice of achieving the standards, are based on, and refer to, modern materials, technologies and processes. An historic building is considered of value not only because of its age, but most importantly because of its uniqueness, its deviation from the norm and hence, to a certain extent, from what is standard. This constitutes the building's significance or authenticity, a quality vital to conserve. With increasing global interest in conservation worldwide it is essential to open the debate on more inclusive definitions of significance and on more articulated concepts for safety and for acceptable and reliable technologies, in an attempt to reconcile and integrate further the activity of all the professions involved in conservation. While the issue of preserving Modern landmarks is gaining prominence in public discourse, the threats they face continue to grow. To address these threats, the World Monuments Fund launched Modernism at Risk, an advocacy and conservation program, in 2006 with founding support from Knoll. Program highlights include: Innovative design solutions to save Modern buildings slated for demolition. Financial assistance for selected conservation projects at endangered Modern landmarks. Exhibitions and lectures developed in collaboration with museums and educational institutions to raise public awareness and combat the public apathy that threatens so many Modern structures. The World Monuments FundKnoll Modernism Prize, to be awarded biennially, to a designer or design firm in recognition of projects that preserve Modern landmarks and raise public awareness of their importance in the context of our architectural heritage. The World Monuments FundKnoll Modernism Prize will be awarded biennially, beginning in 2008, to a design professional or firm in recognition of an innovative design solution that preserves or enhances a Modern landmark. The Prize may be awarded for an individual project or body of work and is intended to raise awareness of the influential role that Modernism plays in our architectural heritage. The jury will be composed of five members, including representatives of WMF and Knoll and three professionals chosen jointly by the WMF and Knoll from the fields of architecture, journalism, and related areas. To submit a nomination, please send WMF: A narrative description (up to 500 words) of the Modern landmark's significance and of the project or body of work that preserves and enhances the landmark. Name and contact information of the nominator and of the design professional or firm being nominated. Six photos of the Modern landmark (three before and three after). Other relevant information (e.g. news articles, reviews, etc). Request Assistance If you would like to request assistance for a site, you must submit a Request for Assistance (RFA). All requests are evaluated for compatibility with WMF's mission and priorities as well as available funding sources. Projects determined to be eligible for funding or technical assistance through WMF programs will be notified. Incomplete applications are not considered. Electronic submissions are preferred, but hard copies of applications and printed images or slides are accepted. Please note WMF's image requirements (described in Part II of the RFA). You may also nominate a site to the World Monuments Watch list of 100 Most Endangered Sites.
